The Housing and Economic Recovery Act of 2008 authorizes a new FHA mortgage refinance program called HOPE for Homeowners (H4H) program effective from October 1, 2008 through September 30, 2011. The FHA H4H is a program designed to assist borrowers at risk of default or foreclosure in refinancing into an affordable 30 year fixed rate loan. Any type of loan the borrower currently has is eligible for refinancing under the FHA H4H program, including conventional prime Fannie Mae, Freddie Mac, Alt-A, sub-prime, and government – backed FHA, VA and USDA rural home loans. Also, loans that have a variety of payment characteristics like, adjustable rate, interest only, payment option, option arm, negative amortization and/or any other exotic loan features.

The Main Advantage of the H4H program: Due to the fact that many home loans are higher than the value of the home, the borrower and current lender are required to participate in the initial 10% equity and future appreciation equity. The initial 10% equity is defined as the FHA H4H program will only lend 90% of the new current appraisal, hence the 10% equity in the home. The future appreciation is defined as; it is assumed over time the home should go up in value, hence future appreciation. If the home is sold with in the first year, 100% of the equity will go to FHA & the previous lender and nothing to the borrower. But, after five years 50% of the equity will be shared with the borrower and 50% with FHA and the previous lender. Years 2 through 4 are prorated as well. Hopefully, this will create a win-win situation for the borrower and the previous lender.

Borrowers Eligibility: Borrowers who are current or delinquent on their mortgage payment at the time of the refinance eligible for the H4H program, if they have not intentionally defaulted on their mortgage payment and have made a minimum of six (6) full mortgage payments during the current loans existence’s. All loan must have been originated prior to January 1, 2008. Borrowers must live at the residence being refinanced and have no other real estate ownership in any other properties; like 2nd homes and rental property. Having been or being in bankruptcy does not preclude a borrower from participating in the FHA H4H Program. Also, no convictions for fraud under state and federal laws within the last 10 years is required.

During the nineteenth century Irish immigration to the USA was on of the turning points of the nation that gave new motherland and new hope to nearly four million of Irish. The dominance of Irish immigration caused to the fact that nearly every third immigrant form 1820 to 1860 was from Ireland, and every fifth immigrant was Irish during the period form 1860 to 1900.

The successive ways? of Irish immigration to the USA in the nineteenth century can be divided in to three waves: the first way started following the War of 1812 and lasted to the famine years (1812-1845), immigration during the famine years (1845-1859) and the immigration during the post famine years.

The policy of British government discouraged the immigration to New England and was interested in the new settlers in its Canadian territories. As a result the travel ticket to Canada was 4 times as cheap as a ticket to New England. But still the great need in labor in fast developing New England territories resulted in the mass immigration of Irishmen to the northeast of the USA, looking for the better place of living. The timber trade as well as development of industry caused a lot of Irish to settle in the north east and made it the place of continuing immigration.

Massive immigration to the USA started with 1845 from the first year of Great potato famine in Ireland. The departure of the Irish from their stricken land was a mass migration on an epic scale, and in the villages and towns of Ireland a way of life, a communal culture, and an ancient language were wiped out. At the same time, the arrival of the Famine Irish in America transformed the young republic so profoundly that the flight of the hungry from Ireland became a milepost in U.S. history. The Famine Irish immigrants were the original huddled masses. They came not with dreams and plans, but with the modest goal of staying alive. Most were unskilled and poorly educated, a rural people whom the established Americans soon came to regard as dangerous aliens. …”

Irish immigrants were not welcomed in the USA at all. After coming to the US they faced a lot difficulties as well on the hand with universal dislike and hostility. Their poverty and memory of the terrible past back in their motherland made them to work hard and to hold the most unprestigious jobs. They worked on the construction of bridges, canals, railroads on all the most dangerous and low paid jobs. Women had to work hard as well and they took the jobs of chambermaids, cooks, and babysitters. These caused a universal dislike of Irish, because servant jobs were disdained by Americans “Let Negroes be servants, and if not Negroes, let Irishmen fill their place…”

Even though Irish immigrants were associated with uneducated, rude, heavily-drinking and dangerous people their influence as of a group grew. Irishmen were very united and their solidarity was that strength that differentiated them from others. Their cooperation helped them to survive during first hard years of coming to America. This sense of unity as well as the role of the Catholic Church in life of every Irishman caused that “The Irish have become more Americanized than the Americans” as newspapers of that time wrote.

The role of a Church was dominant in their life and it played the unity function. During the years of religious riots in Philadelphia, when lots of catholic churched were burned, the Archbishop Hughes was asked by the New York mayor “Do you fear that some of your churches will be burned.”, but the mayor got the reply “No sir, but I am afraid some of yours will be. We can protect our own.”

As it`s written in Irish Immigrants in America during the 19th Century “…Irish were unique among immigrants. They fiercely loved America but never gave up their allegiance to Ireland…and they kept their hatred of the English. Twice they tried to invade Canada, believing that they could trade Canadian land for Ireland`s freedom. In New York City, during the Civil War, they rioted against the draft lottery after the first drawing showed most of the names were Irish. For three days the city was terrorized by Irish mobs and only after an appeal for peace by Archbishop Hughes did it end. In Pennsylvania they formed a secret organization called the Molly Maguires to fight mine owners who brutalized the miners and their families. They ambushed mine bosses, beat, and even killed them in their homes. The Irish used brutal methods to fight brutal oppression. They loved America and gladly fought in her wars. During the Civil War they were fierce warriors, forming among other groups, the famous “Irish Brigade”. A priest accompanied them and, before each battle, they would pray together before charging into the enemy–even against insurmountable odds. Their faith guided them. They felt the English might have a better life on earth, but they were going to have a better life after death.”

The growing number of Irish immigrants as well as their unity and solidarity reflected not only in strong ethnic communities and religious unity but in their growing power as a social group with interests in politics as well. Irishmen started with showing their interest in urban politics influencing on the results of elections and voting process in their communities, by promising better jobs and services for people if they vote for a particular candidate. Their ethnical unity and mutual dependence was a key factor in the success of penetration to government authorities. As it`s stated in the Irish in America

Political and parochial influence built churches and orphanages and schools; it built politicians and, ultimately, it built what came to be known as “machines.”

Tammany Hall in New York City, fell under the sway of the Irish and became a political force — a machine — in the early nineteenth century. … To define Tammany, or to define a machine, one has to contend with mercurial structures enveloped in shadows. The very informality of many of these often unofficial political organizations combined with often brazen politicking, arm—twisting and civic activities makes definition elusive. …Poor immigrants understandably were attracted to a political presence that promised the delivery of services, and the Irish were particularly drawn to this method of organizing, with the result that the political machine is considered an Irish gift to American politics… Consequently the so-called Irish-American political machines mean different things to different people. To some, they were a legitimate means to political ends; to others, they represent all that is corrupt in politics. In truth, they were both…”

Being a Christian does not insulate your marriage from times of trouble. Like every other person walking around and breathing, Christian relationships can be ransacked with the pain of infidelity, the cold distance resulting from bitterness, and the loneliness of conflict. Here are 5 things you can do to bring a sense of stability and sanity to a troubled Christian marriage:

1. Recognize there is a problem

As a counselor, I am always amazed at the energy that is spent in denying the existence of a troubled relationship. Spouses � male and female � will go to great lengths to avoid dealing with a problem. Problems will be denied, overlooked, or even ignored in hopes that they will somehow resolve themselves. Sadly, it does not happen, and couples find their relationship in dire circumstances.

Couple Tip: Admit there is a problem. You do not necessarily have to agree on the cause of the problem. Simply agreeing a problem exists can cause a change in attitude.

2. “Quick to hear, slow to speak, and slow to anger.”

James 1:19 reminds us to “Post this at all the intersections, dear friends: Lead with your ears, follow up with your tongue, and let anger straggle along in the rear.” (The Message). Quick tempers and a lack of listening to one another is a sure fire way to get into an argument. James emphasizes the significance of listening over talking.

Couple Tip: Consider whether you are truly listening to your spouse`s need or are you interrupting so that you do not have to take any blame?

3. Do not make a major life changing decisions regarding divorce

When I counsel couples I am always interested in whether one spouse has already spoken to a divorce attorney. This often tells me the depth of their emotional pain. Hasty decisions can have permanent consequences. Divorce can always take place. Reconciliation after divorce requires more work.

Couple Tip: If you feel like talking to a divorce attorney then consider talking to a trusted friend about your motives. Are you making your decision based on emotion? If you do talk to an attorney, do not make any final decision for 60 � 90 days. Emotions can be very volatile even for 30 days.

4. Support, support, support

Assuming you both desire to save your marriage, I encourage you to find some likeminded fellow Christians that can walk with you during this time. Many churches have marriage mentor programs, or a pastor to will meet with you. Some of the best advice we received was even from older couples that my husband and I sought out to talk with.

Couple Tip: Dare to ask for help. It is much easier to isolate than to reach out. No one can help you if you do not ask for it.

5. Pray blessings for your spouse

Too often when we are in the midst of crisis, our prayers remain self focused. If I shift my focus from wanting justification for my behavior to blessings for my spouse then my attitude will become more peaceful. Therefore, I am more amiable and approachable.

Couple Tip: Write down 15 things you are grateful for your spouse for, and share the list with them either verbally or in a card or email.

Being a Christian does not guarantee your relationships will be wrinkle free. However, God does promise to walk with us through these times, and provide respite when we need it. (Psalm 23) and provide hope for troubled marriages.

At one stage earlier in the year there were real doubts cast upon whether the Malta Government would approve the new low cost flights at all. Air Malta is a major employer and some in the tourist sector felt that too much of a protectionist attitude was being taken at the expense of a possible upswing in new visitors.

`Unfortunately,` continue YourMalta, `The Malta Tourist Authority and The Malta government seem to to make life as difficult as possible for the island`s hotel owners and those involved in the holiday industry. A privately run company like Ryanair will achieve more and bring more money on to the island than the Tourist Authority can ever dream of. And Ryanair will probably make a profit out of it while the Tourist Authority is using taxpayers money. We`re just waiting for the first set of figures where tourism has risen, and for the Malta Tourist Authority to claim part or all of the credit. In reality if tourist figures do rise it`s despite the Tourist Authority, and not because of it`.

Malta Holiday Isle

On a visit to Malta recently, Ryanair`s Chief Executive Michael O`Leary declared himself pleased with their new Luton route, and predicted that their Dublin route, due to start operating in February, would be even more successful. He believes that Ryanair could take some 85,000 visitors to the island in 2007.

`If Ryanair do deliver 85,000 visitors to Malta in 2007 it will stop the perpetual decline in overall tourist numbers,` say YourMalta, `It depends of course on whether a large number will be new visitors or simply those who would have visited Malta anyway. We believe the likelihood is that a good deal of the 85,000 will be new visitors who hadn`t considered a Malta holiday before. With Air Malta fighting back and having successful promotions too there is every reason to feel confident that 2007 will prove to be a good year for Malta tourism. Hopefully it will prove to be a turning point and not a delay in the downward spiral of the last few years`.

The real estate industry in Malta also produces a good deal of inward investment for the Malta economy, and increased visitor numbers often correlate to an increase in Malta property prices.

According to Tribune Properties, a UK based company who specialise in Malta property for sale, property inflation could be in double digits next year.

`Malta property buyers from overseas start as tourists, and with new tourists arriving next year in increased numbers we do expect this to have some impact on the market overall. The Malta weather is always a plus point when potential buyers are considering where to buy a holiday home. But ease of access is a critical factor, and with the new flights at reduced prices it makes spending a few long weekends on Malta as well as the traditional week and fortnight holiday a realistic possibility for more people.`

Travel guide YourMalta do offer a cautionary note, urging the Malta authorities to invest in better roads and other infrastructure.

`It`s important that holidaymakers want to return to the island in future years, and not just visit once – never to look at a holiday brochure and a map of Malta with good memories and return. The Malta hotels are on a par with the rest of Europe, but if they step outside to dangerous pavements, unclean beaches and a timeshare tout around every corner ready with a high pressure sales pitch they won`t return. Hopefully The Malta Tourist Authority will be doing as much as they can ensure a pleasant Malta holiday experience`.

Cheap Malta Flights Hope For Holiday Numbers

2007 is looking brighter with an upswing expected in holidaymakers and weekend visitors after a considerable period of declining visitor numbers.

But where the government`s tourist board has failed to promote Malta as a destination, private enterprise Ryanair, the Irish based low cost airline, has transformed the island`s chances of staying a mainstream vibrant destination in 2007.

`There have been some complaints from islanders`, comment Malta travel guide YourMalta.com, `that the government or the airport authorities have helped Ryanair, and that their costs could be lower than other airlines have had to pay in the past. But to be honest, compared to the millions poured into the tourist board that has produced declining visitor numbers, it`s a drop in the Mediterranean and money well spent compared to the authorities past lame efforts of their own.`

Official statistics appear to bear this out.

Ryanair started their London Luton to Malta service in November. Tourist numbers have picked up year on year since then. In the month before Ryanair started cheap flights to Malta tourist numbers dropped by some ten per cent.

`If promoting Malta was left down to the tourist authority, the island would disappear from UK travel agent brochures and Malta would be relegated to niche travel status. The tourist authority has spent a lot of money on ineffective campaigns, and it has taken a private enterprise company like Ryanair to reverse the trend of less and less visitors. Perhaps Ryanair could offer to take some of the people who work at the Malta Tourist Authority on a six month secondment to teach them how to be effective at their jobs.`

Malta Real Estate Prices Rise

With the arrival of more holidaymakers, the possibility of increased property sales to overseas buyers becomes more of a reality.

Tribune Properties, a UK company specialising in Malta property, agree that property prices could rise in 2007.

`With lower fares, Malta becomes a destination viable for 3 and 4 days trips a few times a year from the UK, and that will attract buyers to look at Malta in the same way they do France and Spain when considering where to buy a holiday home abroad. The Malta weather and low fares could be a magnet for buyers.`

There is a warning however from YourMalta that property prices on the island might not necessarily escalate in the same way that regions of France have seen when low cost airlines have started flying to their region.

`The Malta government has allowed more land to be used for property, and we anticipate a lot more apartment blocks being built short and medium term. Supply might well meet demand. Unless the Malta map changes politically and with it a change of policy towards her environment, there is a danger of Malta becoming the Tower Hamlets of the Mediterranean, or 1970`s Spain where development spoiled much of the coast.`

Concern has also been expressed on the island about the infrastructure, with some tourists and potential property investors berating the state of the roads and – compared to mainland European and UK standards – dangerous construction sites.

`The real winners from the low cost flights could be the Malta hotels rather than the property industry`, conclude YourMalta. `We envisage a lot more people taking short three and four day Malta holidays, often booking their flights and hotels on the internet rather than via a traditional high street travel agent chain`.
